How do I obtain Working Papers for a youth in Philadelphia?
Under the current Pennsylvania Child Labor Act, a minor (under the age of
18) must obtain working papers to qualify for employment. Information is available at https://www.philasd.org/cte/working-papers-by-in-person-appointment/.

You can apply or drop off an application at the following locations every Wednesday, 12 pm - 2:30 pm:
  1. Carver High School, 1600 W. Norris Street, 19121
  2. Samuel Fels High School, 5500 Langdon Street, 19124

You Should Know:
How to Get Working Papers

  1. Obtain an Application for Work Permit from one of the working paper's offices or from the guidance office in your school, or download the form here. You will need Adobe Acrobat to open the file.
  2. Print it out and fill out everything except "Signature of Issuing Officer" and the fields on the top right.
  3. Have it signed by your parent or guardian in the box at the bottom left. Unsigned applications will not be accepted.
  4. Bring the completed application to one of the working paper's offices along with proof of age. Acceptable documents include birth certificate, baptismal certificate, passport, driver’s license, or school ID as long as the form of identification lists the date of birth.
  5. Bring your materials to one of the working paper's offices during the hours of operation listed. The applicant must be present for the issuance of working papers. The parent's presence is optional if they have signed the document.
  6. There are blank applications onsite. If your parent of guardian is with you and you have ID, you can fill it out there.
If you have lost your work permit and you need a new copy, you will need to email workingpapers@philasd.org with your first name, last name, date of birth, and current mailing address. This only applies to those who have previously received their permit via virtual appointment.
